pallas Within a 200 km² windpark a tanker is damaged every 20 years, at least statistically; every 1700 years large quantities of fuel spill from the tanker into the sea. An accident could occur within the next
decade - if all offshore windfarms will be installed that are currently being approved.

Preparing for the emergency

As the independent expert comission "Avarage Pallas" has already stated in 1998 an emergency response system for the German coast is indispensable: An emergency management system will help decision makers to take appropriate action and enables authorities to "practice" the emergency. Yet, while all over the world decision support systems are being designed, in Germany the development has come to a halt.

On the basis of an emergency management software many questions can be answered more easily:

» How can a damaged ship be salvaged?
» What is the best response strategy?
» Which measures should be taken to prevent oil spills?
» Where should the salvage equipment be stored?

IMPULSE wants to accelerate development of emergency management systems in Germany: In the context of Integrated Coastal Zone Management and in cooperation with other research institutes the research group is working on a decision support system for the German coast.
